DECEASED British subject at Harbin.
Peking, August 12, 1908.
In continuation of my telegram No. 143 of the 7th instant, I have to report that I have been unable to obtain any details from Mr. Willis, Acting Consul-General at Mukden, beyond the fact that death was the result of natural causes.
It is, in my opinion, desirable that the estates of deceased British subjects should be administered by His Majesty's Consular Representatives, and I would suggest that arrangements should be made for the notification to His Majesty's Consul-General at Mukden by the Russian Consul-General at Harbin of any such deaths occurring in the latter city.
In the present case, the Russian authorities should put Mr. Willis in possession of the deceased man's birth certificate and passport. I might arrange both for this and for the procedure suggested above by agreement with the Russian Minister here. Do you approve?
